Book Review: "Exposed"

In "Exposed", Mark Schapiro, Editorial Director of the Center for Investigative Reporting, tells the tale of two continents and their approaches towards environmental regulation, and what that means for our health, American business and even relative global power.

Schapiro takes a look at each of the regulatory approaches favored by both the European Union and the United States when it comes to substances ranging from BPA to GMOs to the chemicals in children's toys and cosmetics and beyond, and concludes that, like it or not, product innovation necessitated by Europe's adoption of the precautionary principle leads to not only safer products for people in the European Union, but is also creating a significant competitive advantage for companies overseas over their American competitors, as more and more of the world simply refuses to take the same leap of faith Americans must unfortunately currently take when it comes to new chemicals and substances being rushed onto the market and introduced into our bodies without sufficient prior testing to ensure they won't harm us.  For just one recent example, as we're all seeing with BPA now, it's becoming clearer by the day that the current American laissez-faire approach to environmental regulation does not, and will not, work.

Schapiro begins by taking us behind the closed doors of a 2006 conference of "fifty nervous engineers" from American high-tech electronics companies trying to understand how a then-looming deadline set by the European Union, which would force them to eliminate the use of certain substances in their products or face losing access to the largest and wealthiest single market in the world, would from there on out dictate a change in how their industry does business.  We're also made to think about how completely counterproductive in business terms the past (and in many cases, ongoing) efforts of American industry to avoid regulation here at home have ultimately been; and also in terms of human health, can bring you to anger with the realization that right now, the same product made by the same American company might be much safer for those who use it in Europe, than for those of us here at home.  American babies are still widely exposed to dangerous BPA-containing plastic bottles and cups, while that is not the case in the EU.

This book's main focus is on government regulatory policy and the different approaches taken to same by the EU and the US, and also provides a decent amount of background information on many of the issues we discuss here.  Regulations of pesticides, GMOs, phthalates in plastics, and all the way up to and including the computer on which you're reading this right now.  Schapiro makes it clear throughout this book that the new source of global power will be based upon who can spread "their" rules and regulations around the world, as they will write the rules of the future.
